The honest comparison. What a full service agency sells, the published price bands, and which purchase comes first.

Short answer

A digital marketing agency in Dubai sells a bundle: paid ads, social media, a website, and SEO. You pay one retainer and one team runs all of it. An AI visibility retainer buys one outcome instead: your business named inside the answers ChatGPT, Perplexity and Google AI Mode write when someone asks who to hire.

Which to buy first depends on one thing. If you have no website worth the name, no listings and no reviews, buy the agency, because AI visibility has nothing to work with. If you have a decent site and you are already spending on ads or portals, the answer slot is the cheaper unclaimed asset, and nobody can outbid you for it.

Digital marketing agency Dubai is searched about 4,400 times a month in the UAE, at Medium competition (Google Keyword Planner, UAE, August 2025 to July 2026), so this is the purchase most owners here are actually considering. Everything below is either an agency's own published price page, labelled as such, or a named research source with a date.

What a full service digital marketing agency in Dubai sells

The bundle is more or less standard across the city. You are buying a team and a monthly plan, and the four things in it are ads, social, web and SEO.

  • Paid advertising: Google Ads, Meta, sometimes TikTok and Snapchat. This is usually the largest line, because it carries the media spend as well as the management fee.
  • Social media: content, posting, community management, sometimes influencer work. It is the most visible line and the hardest to attribute.
  • Website: a build or a redesign, then maintenance, landing pages and hosting.
  • SEO: keyword research, on-page work, content and links, reported as rankings and organic sessions.
  • Sometimes email, CRM setup and reporting dashboards on top.

That bundle exists because most owners want one number to pay and one person to call. It is a real service and there is nothing wrong with it. The reason to look at the parts is that they behave completely differently when you stop paying.

What it costs in Dubai, from the agencies' own price pages

No independent body publishes UAE agency pricing. What does exist is a set of price pages published by Dubai agencies themselves, which are self interested by definition: the firms quoting these numbers sell the service. They are worth reading anyway, because several of them converge, and because they are what a buyer is quoted in the room.

  • SEO retainers: local small business AED 1,500 to 3,500 a month, a growing SME AED 4,000 to 12,000, competitive work AED 12,000 to 25,000, and pan UAE or enterprise AED 25,000 to 50,000 and above. The same page says most growing SMEs land between AED 3,000 and 8,000 (Skimbox, agency published, Jun 2026).
  • Google Ads clicks, in US dollars: healthcare 1.50 to 4.50, real estate 2.50 to 6.50, legal services 3.00 to 9.00, with UAE costs per click running 20 to 40 percent above worldwide benchmarks (LogicWorks, agency published, Jan 2026).
  • Google Ads clicks, in dirhams: real estate AED 25 to 80, business setup AED 40 to 120, healthcare AED 15 to 45, legal AED 50 to 150 (PaidAds.ae, agency published, 2026).
  • Business setup, one worked example: AED 22 to 55 a click on average with a high end near AED 80, and a cost per lead of AED 349 at a 9.2 percent landing page conversion rate (Clozer, agency published, Apr 2026).
  • Property portals, which most brokerages buy instead of ads: planning bands of AED 3,000 to 15,000 a month for Property Finder and AED 2,500 to 12,000 for Bayut, so AED 6,000 to 25,000 for both (Groovyweb, agency published, Aug 2026).
  • Clinics: a published UAE benchmark puts single clinic digital marketing at AED 15,000 to 40,000 a month and multi site groups far above that (Digisoftrank, agency published, Jul 2026).

For scale, the UAE digital ad market was forecast to grow 15.2 percent to about 2.64 billion US dollars in 2026 (Research and Markets via Yahoo Finance, Feb 2026). This is a large, crowded, well served market. You are not going to find an unclaimed corner of it by bidding slightly better.

Read every one of those as agency published

Each figure above comes from a company that profits from the number looking a particular way. We publish them because several independent agencies land in the same bands, which is the only reason to believe any of it, and because you deserve to see the alternative priced honestly before you consider anything of ours.

What an AI visibility retainer does instead

An AI visibility retainer buys one thing: your business named inside the answer, for an agreed set of buyer questions. Not impressions, not sessions, not a ranking. The deliverable is a screenshot of an assistant saying your name.

The reason that is now worth buying separately is that the answer has moved in front of everything else. Bain found 60 percent of searches end without a click to any website (Bain and Company, Feb 2025). In the UAE, 95.8 percent of search is Google (Statcounter, Aug 2026) and Google's AI Mode has answered here, in English and Arabic, since October 2025 (Google, Oct 2025).

It is not the same job as SEO either, which is the part most owners get wrong. Semrush found the pages ChatGPT cites rank at position 21 or worse in Google almost 90 percent of the time (Semrush, Jul 2025). Paying an SEO retainer does not buy you the answer slot as a bonus.

  • The work: AI-readable pages, structured data, listings that agree everywhere an assistant checks in both languages, reviews, and new answer pages every month.

When to buy which first

This is the whole decision, and it is not close once you answer two questions about your own business honestly.

  • Buy the full service agency first if you have no real website, no Google Business Profile, no reviews and nothing to say. AI visibility work needs raw material. There is nothing to make readable if nothing exists.
  • Buy the full service agency first if you need customers this month. Ads start the day the account goes live. Being named in an answer takes 60 to 90 days.
  • Buy the full service agency first if your growth depends on brand and demand you have to create, rather than on demand that already exists in a search box.
  • Buy the answer slot first if you already have a decent site, some reviews and a listing, and you are spending on ads or portals every month. The slot is unclaimed in most UAE markets we have screened, and it costs less than the floor of a portal subscription.
  • Buy the answer slot first if you are regulated. A clinic or a brokerage has to keep taking down or re-permitting promotional creative. A factual answer page carries no expiry.
  • Buy the answer slot first if your buyers research for weeks. Hair transplants, veneers, a company formation, a villa fit-out: those decisions now happen inside a chat window long before anyone calls.

In most cases the real answer is both, in that order, and the two do not conflict. Ads buy a place at the top of a results page for as long as you pay. Answer work buys a place inside the answer that gets written whether or not anyone clicks an ad. The honest difference is that nobody can outbid you for a mention.

The questions to ask any agency in Dubai before you sign

These work on a full service agency and on us. The point of each one is to find out what is actually promised and what happens when it does not arrive.

  • What exactly is the deliverable, in a sentence, and how will I know in month one whether it happened?
  • Is the media spend inside the retainer or on top of it, and who owns the ad account when I leave?
  • What do I keep if I stop paying? The site, the pages, the listings, the ad account, the content?
  • How do you report? If the answer is rankings and impressions, ask what business outcome either one caused last quarter.
  • Do you measure whether AI assistants name my business, and can you show me a dated screenshot from a fresh logged-out session?
  • Do you work with my competitors in my city, and will you put the answer in writing?
  • Who writes the content, and do they know my regulator's advertising rules? In healthcare and property in the UAE this is not a detail.
  • What happens if it does not work, and is that written into the agreement or is it a conversation we have in month four?

Most businesses in Dubai should do both, and the order depends on whether you already have something worth quoting.

Some will, and some already do it well. The test is not what they call it, it is what they report. Ask whether they measure named-in-answers with dated screenshots from fresh logged-out sessions across more than one tool, every month. If the report is rankings and sessions, the AI part is a line in a deck rather than a deliverable.
