Dubai Land Department reported AED 13.59 billion of brokerage commissions across 96,440 broker executed deals in 2025. Our own arithmetic on those two DLD figures gives an average of AED 140,916 per deal, which is not a published DLD figure.

Package prices agree across sources at AED 10,000 to 25,000 for 1,000 to 1,500 grafts and AED 40,000 to 70,000 and above at 3,500 grafts (healthfinder.ae, April 2025). Per graft rates disagree, so we do not quote one.

Dubai is the only one of the three where all six industries work at scale. It also carries about 5,800 licensed health facilities (Dubai Media Office, February 2026) and 9,785 brokerage offices (Dubai Land Department, March 2026).

ADGM held 12,671 active licences at the end of 2025, up 30% (Khaleej Times, March 2026). Healthcare and corporate services around Al Maryah Island are the strongest fit here, and directories carry more weight in this city than in Dubai.
