What a healthcare marketing agency in Dubai has to respect

Your regulator is the Dubai Health Authority in Dubai, the Department of Health in Abu Dhabi and MOHAP in Sharjah, and the advertising standards are specific rather than general. These are the ones that shape what we write. This is what our content respects, not legal advice: check your own material with your regulator.

  • The advertisement licence number has to appear. The account of the health facility must state the corresponding medical advertisement licence number (DHA Standard 5.2).
  • Superlatives are out. Standard 6.11 bans words such as the best, the only and 100% in health advertising, which is why the phrase best dentist in Dubai appears on our pages only as a question a patient types.
  • Before and after images are tightly specified: the same individual, the same lens, no retouching, plus the statement that there is no guarantee the result will be the same, in the same font size as the rest of the material (DHA Standard 9.6).
  • Job titles have to match the licence. Practitioners are told to refrain from titles that differ from their DHA licence, such as cosmetic specialist, aesthetician or anti-ageing consultant (DHA Standard 6.1).
  • Time limited discounts and inducements that cannot be met are not acceptable (DHA Appendix 1), which rules out most of the offer copy running on clinic sites today.
  • In Dubai Healthcare City, published prices are conditional: an advertisement stating a price must say whether additional charges may be incurred, and must not offer money refunds (DHCR Advertisement Policy and Procedure).
  • Permanence claims are prohibited federally: expressions meaning permanent, eternal, life-long or will not come back (IBA UAE survey, 2024). This one decides how a hair transplant clinic may describe its work.

The Dubai Health Authority re-issued these advertising rules to the sector on 1 September 2026, in Health Regulation Sector circular CIR-2026-00000144. A regulator that has just restated its rules is not a regulator to test.

Why the AI answer is the channel those rules leave open

Look at what the rules take away and what they leave. They take away the superlative, the countdown offer, the retouched before and after, the aspirational line about feeling more confident. They leave the facts: who is licensed, for what, where, at what price, with which qualifications.

Facts are what an assistant quotes. A model writing an answer for a patient wants a treatment named, a licensed doctor named, a price or a range stated in text, an area, a licence number it can check, and reviews that describe the actual visit. Every one of those is a sentence your regulator is happy with.

There is a second reason. Paid clinic creative is perishable and legally fragile: an offer expires, a permit lapses, a circular lands. An answer page that states checkable facts keeps working, and it keeps being quotable. Dubai's licensed health facilities grew to about 5,800 in 2025 from 5,340 in 2024 (Dubai Media Office, Feb 2026), so there are more clinics competing for the same short answer every year.
